as a host can i give administrative role to a user but at the same time restrict him the abiliy to add pages to the site or modules to a page?

Hi John,
If you give someone Admin access, they will have access to add pages and modules to page.
You may want to create a new user group (role) and give edit access to individual modules that they should be able to have access to.

and how about giving this user with edit module ability but being able to login to any child portal without the my child portal customer knowing he is a user? or only host has the ability to loging to any portal?
only superuser can go to any portal.
